REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 8, 2016 <br /> <br />SUBJECT <br />Professional Services Design Agreement – 2016 Redwood Creek Repair and <br />Replacement Project (Jefferson and Redwood Creek Branch) <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Professional Design <br />Services Agreement with BKF Engineers in the amount of $148,441.00 for the design of <br />the 2016 Redwood Creek Repair and Replacement Project (Jefferson and Redwood <br />Creek Branch) and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% of the amount awarded <br /> <br />BACKGROUND <br />Redwood Creek and its tributaries, collectively comprised about 8 miles of waterway, <br />traverse much of Redwood City, from the hillside to Downtown and out to the Bay. <br />There are sections of the creek with concrete improvements like the trapezoidal <br />concrete lined channels, rectangular concrete lined channels, and concrete box <br />culverts. Some of these concrete structures are showing signs of fatigue with <br />increasing loads from nearby trees and/or structures. <br /> <br />In 2012, a comprehensive conditions and capacity analysis of the Redwood Creek and <br />its tributaries was conducted by BKF Engineers, who issued a deficiency report of their <br />observations, data, findings, and recommendations. As a result, the City sought permits <br />from the State Water Board, US Army Corp of Engineers, and the California <br />Department of Fish & Wildlife for repair and rehabilitation of the concrete-improved <br />portions of Redwood Creek and its tributaries. The City received the permits from the <br />three agencies in Fall 2015. <br /> <br />The 2016 Redwood Creek Repair and Rehabilitation Project was established to improve <br />deficiencies on portions of the Jefferson Branch and Redwood Creek Branch. This <br />project is the first improvement project of a multi-year repair and rehabilitation program <br />for Redwood Creek and its tributaries. Because of the reporting deadlines and allowed <br />work windows set in the regulatory permits for a given calendar year, the City is <br />expediting this year’s Creek project. <br /> <br />This project involves the engineering and construction services by a qualified <br />engineering consulting firm. The Consultant will prepare the plans and specifications, <br />cost estimates, contract documents for bidding, provide bid support and construction <br />6.1.A. - Page 1
