services and prepare the final as-built drawings for the 2016 Redwood Creek Repair <br />and Rehabilitation Project (Jefferson Branch and Redwood Creek Branch). <br /> <br /> <br />ANALYSIS <br />Staff issued a request for proposals (RFP) to qualified professional engineering <br />design firms on December 9, 2015 with an original due date of December 23, 2015. <br />Unfortunately, the City received no proposals prior to the due date. Staff amended <br />the RFP to adjust the due date to December 30, 2015, and one consultant, BKF <br />Engineers, responded to City’s request for proposal. The other qualified consultants <br />declined to submit a proposal. <br /> <br />Based on BKF Engineers’ qualifications, responsiveness and extensive experience <br />with this type of work, Staff is recommending BKF Engineers to provide the <br />professional engineering design and construction support services for the 2016 <br />Redwood Creek Repair and Rehabilitation Project (Jefferson and Redwood Creek <br />Branch). BKF Engineers will perform the negotiated scope of work in the amount of <br />$148,441.00. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with BKF Engineers <br />and direct staff to find alternate means of completing the work, or modify the scope of <br />work, or select other consultants. <br /> <br />FISCAL IMPACT <br />Funds for this project appropriated under the Capital Outlay Fund – Storm Drain <br />Creeks and Channels has an available balance of $321,385.48 as of December 31, <br />2015. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that entering into the <br />Professional Design Services Agreement with BKF Engineers is not a “project” <br />subject to the California Environmental Quality Act because entering into the <br />agreement will not cause either a direct physical change in the environment, or a <br />reasonably foreseeable indirect physical change in the environment (see California <br />Public Resources Code Section 21065). <br /> <br /> <br /> <br /> <br /> <br />6.1.A. - Page 2
