REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 8, 2016 <br /> <br />SUBJECT <br />Final Acceptance - 2014-2015 Asphalt Rubber Chip Seal and Spot Repair Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2014-2015 Asphalt Rubber Chip Seal and Spot Repair Project, <br />and authorize the release of bonds and the retention according to city procedures. <br /> <br />BACKGROUND <br />The City’s Roadway Management Program addresses on-going roadway pavement <br />repair and replacement needs. The Roadway Management Program inventories, <br />assesses, and tracks maintenance of the City’s roadways. The 2014-2015 Asphalt <br />Rubber Chip Seal and Spot Repair Project is part of the Roadway Management <br />Program. <br /> <br />An asphalt rubber chip seal is the initial part of a two-step roadway resurfacing process <br />known as “cape seal”. Cape seal consists of asphalt rubber chip seal application <br />followed by the second step, which is a slurry seal. Cape seals are generally used on <br />lower traffic volume/residential roadways. <br /> <br />ANALYSIS <br />On July 27, 2015, Council awarded the construction contract for the 2014-2015 Asphalt <br />Rubber Chip Seal and Spot Repair Project to American Pavement Systems Inc. The <br />project was awarded for a base bid of $1,074,158.95. Construction began in October <br />2015, and concluded in November 2015. The project was successfully completed in <br />accordance with the specifications. One (1) contract change order totaling $31,202.52 <br />was issued for final quantity adjustments, and miscellaneous extra work items. The <br />final contract amount is $1,105,361.47, which is approximately 3% more than the initial <br />contract amount. <br /> <br />This project improved the City’s overall roadway pavement condition by rehabilitating <br />various sections of roadway pavement (spot repairs) and covering/protecting the <br />surface with a new wearing course (asphalt-rubber chip seal), which improves and <br />extends the useful life of the pavement. This project also increased traffic and <br />pedestrian safety by installing curb ramps. <br />6.2.A. - Page 1
