State Implementation Policy (SIP) Section 5.3 Exception Information Sheet <br />Use of Copper to Control Algae and Aquatic Vegetation <br />in Redwood Shores Lagoon <br />City of Redwood City, Public Works Division <br />December 10, 2015 <br />1. Notification. The City of Redwood City, Public Works Division (City) will notify <br />potentially effected public and governmental agencies of the project. The project <br />is described in the City’s Initial Study/Mitigated Negative Declaration (IS/MND) <br />dated October 15, 2015. <br />2. Description of the Proposed Action. The proposed action is the application of <br />copper-containing algaecides and/or aquatic herbicides to control algae and <br />aquatic vegetation. For a more detailed description, see the City’s <br />aforementioned IS/MND. <br />3. Schedule. The schedule for the action will be according to Integrated Pest <br />Management (IPM) principles. For example, the application of aquatic herbicides <br />will be done at times and frequencies when the type and density of algae or <br />aquatic vegetation equals or exceeds thresholds established by the City. <br />Algaecide and/or aquatic herbicide applications typically take place annually <br />between April 1st and November 30th. <br />4. Discharge and Receiving Water Quality Monitoring Plan. The City has <br />prepared and will use its Aquatic Pesticide Application Plan (APAP) as required <br />in the Statewide General NPDES Permit for Residual Aquatic Pesticide <br />Discharges to Waters of the United States from Algae and Aquatic Weed Control <br />Applications #CAG990005 (#2013-0002-DWQ). The APAP describes in detail <br />the requirements for sampling, analysis, and reporting before, during, and after <br />the project. Further, the APAP contains a Quality Assurance Project Plan <br />(QAPP) that describes in detail the quality assurance and quality control <br />procedures used for the project. <br />5. Contingency Plans. The City will maintain its ability to use manual removal of <br />aquatic vegetation and/or aquatic herbicides that do not contain copper. <br />Alternative aquatic weed and algae control methods are not always as cost- <br />effective, easy to apply, or efficacious as copper. Refer to the aforementioned <br />IS/MND for a discussion of the use of copper-containing aquatic herbicides. <br />6. Identification of Alternate Water Supply. Not applicable. The Redwood Shores <br />Lagoon is supplied by stormwater drainage and water from the San Francisco <br />Bay. <br />7. Residual Waste Disposal Plans. The City’s use of copper-containing <br />algaecides or aquatic herbicides to control algae and/or aquatic weeds does not <br />create residual waste. <br />8. Certification by a Qualified Biologist. At the annual completion of the project, <br />the City will provide certification by a qualified biologist that the receiving water <br />beneficial uses have been maintained. Pre- and post-project certification will take <br />into account natural variations in project site conditions and the influence these <br />conditions have on beneficial uses. <br />6.3.A. - Page 153
