Storage and pumping facilities located within <br />the SBSA plant property (includes a back-up <br />supply line for potable water) – owned and <br />operated by the City. <br />Status: 100% complete and in service. <br />Distribution system consisting of new <br />transmission pipelines throughout the water <br />service area, in street rights-of-ways – owned <br />or with the right to construct in, and operated <br />by the City. <br />Status: Phase 1 distribution piping is 100% <br />complete and in service. <br />Customer site retrofits for each existing <br />private or public site with a landscape <br />irrigation meter. Retrofits will occur as each <br />existing water customer agrees to convert to <br />recycled water for landscape irrigation and <br />industrial uses. <br />Status: Retrofit Bid Packages 1 through 5 in <br />Phase 1 service area are 100% completed <br />and in service. Further retrofits are in planning <br />phases. <br /> <br />ANALYSIS <br />The proposed Redwood City Recycled Water Project Distribution System – Phase 2A <br />Bid Package 10 is the first project of Phase 2. Phase 2A will extend the recycled water <br />transmission and distribution system to Downtown Redwood City. This will be <br />accomplished by crossing under Highway 101 in the South-West direction along Walnut <br />Street. This project will also prepare the system for future improvements to serve of <br />neighborhoods west of the Highway 101. Construction is expected to be completed <br />within 120 days from the notice to proceed. <br /> <br />The Phase 2A Bid Package 10 Project consists of the installation of approximately 230 <br />linear foot of 24”; and 2000 linear foot of 30” recycled water transmission and <br />distribution mains starting at Maple Street, crossing under Highway 101 in the South <br />West direction; and follow towards City’s downtown, along Walnut Street; crossing <br />Veterans Boulevard, Bradford Street and ending at the intersection of Walnut Street and <br />Marshall Street, where future projects mains will connect. <br /> <br />The 3 bids received at the bid opening on October 28, 2015, are summarized in the <br />table below. <br /> <br />Bidder Bid Amount <br />Thompson Builders, Inc. – Novato, CA (NON-RESPONSIVE BID) $1,775,390.00 <br />K.J. J. Woods Construction, Inc. of San Francisco CA. <br /> <br />Substantiation: K. J. Woods Construction, Inc. of San Francisco CA is the Second Lowest <br />Responsive and Responsible bidder. <br /> <br />The bid proposal received from Thompson Builders, Inc. was non-responsive due to <br />Thompson Builders’ failure to list its own projects as evidence of being in business <br />6.1.B. - Page 2
