REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 22, 2016 <br />SUBJECT <br />Housing and Human Concerns Committee Fiscal Year 2015/2016 Funding <br />Recommendations for Redwood City Human Services Financial Assistance (HSFA) <br />Program <br /> <br />RECOMMENDATION <br />By motion, approve Funding Recommendations for HSFA for FY 2015/2016 as <br />delineated in Attachment 1 <br /> <br />BACKGROUND <br />Redwood City’s Human Services Financial Assistance (HSFA) Program has been in <br />existence for over 35 years. Due to budget constraints, however, this program was <br />suspended in Fiscal Year 2013-2014. <br />On June 8, 2015, Council directed staff to establish a $1 million HSFA Endowment for <br />the FY 2015-2016 budget and reactivate the HSFA Program effective FY 2015-2016. <br />On November 16, 2015, Council adopted a resolution codifying the Housing and Human <br />Concerns Committee’s (“HHCC”) recommendations to: 1) allocate $100,000 each year <br />for FY 2015-16 and FY 2016-17 for the HSFA Program Grants and 2) continue to focus <br />HSFA funding on Basic Human Needs Criteria. <br />Accordingly, on December 1, 2015, a Notice of Funding Availability (NOFA) and <br />Request for Proposals (RFP) was issued inviting agencies to apply. Additionally, staff <br />provided technical assistance to agencies requesting assistance. Agencies submitted <br />their final proposals on January 8, 2016. On January 26, 2016, agencies appeared <br />before the HHCC to make brief presentations and answer questions about their <br />proposals. <br />On February 4, 2016, the HHCC met to consider its funding recommendations for Fiscal <br />Year 2015-2016. The Committee recommendations for funding are contained in <br />Attachment 1 of this report. Attachment 2 includes a brief description of each agency’s <br />funding request. <br /> <br />ANALYSIS <br />HSFA Funding has historically included funding for a broad range of human services <br />including emergency assistance, housing programs, services for older adults and <br />persons with disabilities, youth programs, and other human services.
