focus is on “basic human needs.” These needs include crisis intervention, food
assistance, and housing. This is in line with the City’s Strategic Initiative for Community
Building and Communication, which includes the Goal of “providing access to a variety
of supportive services to assist those in need.” The Committee considered this goal
when preparing its funding recommendations as delineated in Attachment 1.
ALTERNATIVES
The Council could choose to modify the funding recommendations made by the
Housing and Human Concerns Committee.

FISCAL IMPACT
The $1 million HSFA endowment has already been included in the approved Fiscal
Year 2015-2016 budget. The $100,000 expenditure for the HSFA Program for Fiscal
Year 2015-2016 is part of the mid-year budget adjustments that Council is considering
February 22, 2016.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

TERI CHIN
HUMAN SERVICES MANAGER

CHRIS BETH
PARKS AND RECREATION DIRECTOR

MELISSA STEVENSON DIAZ
CITY MANAGER

ATTACHMENTS
-Final recommendations
-Requests received
6.1.C. - Page 2
