Page 2 of 4 <br />ATTY/RESO.0016/CC RESO LAGOON SPRAYING MND <br />REV: 02-11-16 VR <br />WHEREAS, the City circulated the Initial Study and Mitigated Negative Declaration for <br />public review and comment between October 29, 2015 and December 1, 2015, as required under <br />CEQA, and a Mitigation Monitoring and Reporting Program has been prepared; and <br /> <br />WHEREAS, the City did not receive any public comments on the Initial Study and <br />Mitigated Negative Declaration during the public review and comment period; and <br /> <br />WHEREAS, the Initial Study and Mitigated Negative Declaration was revised on January <br />25, 2016 to consider the Project’s impact on noise and safety for persons using the San Carlos <br />Airport and for persons residing or working in the project area (the “Amended Initial Study and <br />Mitigated Negative Declaration”) and the Amended Initial Study and Mitigated Negative <br />Declaration found that there was no impact. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY, AS FOLOWS: <br />Section 1. The above recitals are true and correct and together with the Staff Report and the <br />application materials, including without limitation the Amended Initial Study and <br />Mitigated Negative Declaration and all other documents, reports, studies, <br />memoranda, maps, oral and written testimony, and materials in the City’s file for <br />the application and the Project, and all adopted City planning documents relating <br />to the Project, and other applicable City laws and regulations and associated <br />approved and certified environmental documents, have together served as an <br />adequate and appropriate evidentiary basis for the findings and actions set forth in <br />this Resolution. <br />Section 2. The City Council finds as follows: <br />A. Following preparation of an Initial Study for the Project, a Mitigated Negative <br />Declaration (the “MND”) for the Project was completed, noticed, and circulated in <br />accordance with the requirements of CEQA and the CEQA Guidelines. <br /> <br />B. A Notice of Intent to Adopt the MND (the “NOI”) dated October 15, 2015, was <br />circulated for public comment for a public review period beginning October 29, <br />2015 and ending December 1, 2015. The NOI was posted in the office of the San <br />Mateo County Clerk and sent to those public agencies that have jurisdiction by law <br />with respect to the proposed Project and to other interested parties and agencies. <br /> <br />C. The MND was amended on January 25, 2016 (the “Amended MND”), and no new <br />significant effects were identified in the Amended MND. <br /> <br /> <br />6.3.A. - Page 6
