Motion carries unanimously by electronic vote with Council <br /> Member Foust absent. <br /> Ms. Ramberg, Acting City Manager, inquired if the motion included both <br /> recommendations #1 and #2 and Mayor Gee confirmed and only one Member from <br /> outside of Redwood City. <br /> Council Member Pierce /eft the dais. <br /> Aaron Aknin, Community Development Director, provided the report and explained that <br /> this is a pilot and the goal is to change the street from finro lanes to one lane in each <br /> direction with a two way center turn lane. He shared his appreciation of all the input <br /> provided by community members. He added that all that is needed is paint which is <br /> something that can be easily adjusted and changed. <br /> Ms. Manzi, Senior Transportation Coordinator provided some historical background on <br /> the issue of Farm Hill and Jefferson to increase livability and the fact that there was an <br /> interest for change. She provided a visual presentation (on file). She also addressed <br /> some of the interim measures that have been implemented. She summarized that <br /> fundamentally this pilot is to change the street from finro lanes in two directions to one <br /> lane in each direction with a two-way center lane. Ms. Manzi covered specific design <br /> features to provide clarity on where the mitigations will be. She then covered in detail <br /> the benefits of the proposed pilot. She added that the point of the project is not to divert <br /> cars to other streets or neighborhoods. Ms. Manzi thanked the public for the input <br /> especially related to what should be measured during the pilot and she added that <br /> MindMixer and other online tools will be used. She said that safety, accidents, speed, <br /> and other criteria will be used during the evaluation process. <br /> One Council Member inquired if qualitative data is going to be collected on an ongoing <br /> basis. Council also inquired about using electronic signs to make the changes visible. <br /> Another Council Member wanted confirmation that there is no additional signaling of the <br /> intersections and staff confirmed. This Council Member also inquired about the data <br /> regarding speeding, volumes, number of trips, and timing of the pilot. Ms. Manzi <br /> provided details about each of these topics. Another Council Member inquired about <br /> the actual implementation and what it entails. This Council Member wanted Canada <br /> College and the community in general to be well informed of this pilot and the upcoming <br /> changes. This Council Member also wanted air quality to be measured and considered. <br /> Mayor Gee summarized that the work will be done in the off-peak time of the year. <br /> Public Comment <br /> Joshua Vaughn spoke in full support and shared his experiences regarding traffic <br /> problems that included two recent car crashes.
