REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 14, 2016 <br /> <br />SUBJECT <br />Award of Contract – 2015-2016 Sanitary Sewer Replacement Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents <br />and award the standard form construction contract 00520 for the 2015-2016 Sanitary <br />Sewer Replacement Project to the lowest responsible bidder, Casey Construction Inc. <br />of Emerald Hills, California for their low bid of $3,121,340.00; and, authorize the City <br />Manager to increase the contract amount, if necessary, up to 10% of the original <br />contract amount, not to exceed $3,433,474.00; and, confirm determination that the <br />project is exempt and meets California Environmental Quality Act (CEQA) exemption <br />criteria as set forth in Section 15301 (Existing Facilities) and Section 15302 <br />(Replacement or Reconstruction) of the CEQA Regulations <br /> <br />BACKGROUND <br />The City systematically replaces sections of aging sewer infrastructure to ensure the <br />continued reliability of the system. Each year, staff identifies pipelines that required <br />excessive maintenance or experienced repeated service disruptions and target those <br />pipelines for improvement. <br /> <br />Closed circuit television inspection review of Sanitary Sewer Basin Numbers 5B, 5F and <br />5H were completed in 2014. Staff’s review of the inspection videos revealed numerous <br />defects in these sewer basins. A number of construction options for repair or <br />replacement were evaluated to determine the most cost-effective method for mitigation. <br />For this project, a traditional open trench method was chosen in order to replace the <br />identified pipe defects. <br /> <br />The proposed sanitary sewer replacement project will improve the condition of, and <br />minimize infiltration and inflow into, the sewer collection system. This project will replace <br />approximately 13,708 lineal feet of 6-inch and 8-inch vitrified clay pipe (VCP) sewer main <br />with new 6-inch, and 8-inch polyvinyl chloride pipe (PVC), 74 sanitary sewer manholes <br />and 412 sanitary sewer laterals. <br /> <br />ANALYSIS <br /> <br />Nine (9) bids were received for the 2015-2016 Sanitary Sewer Replacement Project by <br />6.1.A. - Page 1
