Vice Mayor Claire asked that Item 6.B. be considered at this time. Vice Mayor Claire stated at the October 10, 1994 Council Meeting that the Brown Act prohibited him from giving his personal opinions on a subject not on the published agenda, and he therefore requested an opportunity to make known his personal opposition to Propositions 187 and 188 at the meeting of the 24th; and, he did not ask for a discussion of 187 and 188 or the other ballot measures issues with either his fellow Councilmembers or the public.
