Fox Financial Review Subcommittee Report - report by Assistant to the City Manager <br /> Centeno and Subcommittee members; (1307-01) <br /> Assistant to the City Manager Centeno presented the staff report and clarified <br /> Condition No.2. as submitted by the Council Subcommittee, Council Members Sanfilipo <br /> and Steinfeld: <br /> In response to Councilwoman Gasparini's questions, Councilman Sanfilipo advised <br /> that Condition No.2, asking for a report of expenses and revenues after each production <br /> would make it easier to see exactly how much each production cost Peninsula Center <br /> Stage. The purpose was to make sure the $30,000 grant went solely for productions and <br /> not for maintenance or repairs of the building. <br /> In response to Councilwoman Gasparini's questions, Councilwoman Steinfeld advised <br /> that PCS hired an additional staff person, wrote off depreciation, and granted a cost of <br /> living adjustment to their personnel while stating they were in severe financial <br /> difficulties. Additionally, Councilwoman Steinfeld advised that PCS had only raised <br /> approximately $6,000 from other sources, which is significantly less than the national <br /> average for non-profit organization's fund raising totals. <br /> Councilwoman Gasparini stated that an inequity existed in imposing conditions on the <br /> funds granted to Peninsula Center Stage when conditions were not imposed on any other <br /> recipient of City funds such as Shelter Network, the latest recipient of a City grant. <br /> Councilwoman Gasparini suggested that if the Council wished to impose a blanket policy <br /> of conditions on all recipients, that would be acceptable; however, to single out only one <br /> recipient was not appropriate. Councilwoman Gasparini added that Peninsula Center <br /> Stage's financial statements were in order, everything was accounted for, and conditions <br /> were unnecessary. <br /> Councilwoman Steinfeld reiterated her statement that PCS claimed deep financial <br /> difficulties and yet hired additional personnel and increased salaries. Councilwoman <br /> Steinfeld stated that PCS productions had been successful before the City's subsidy <br /> which demonstrated they did not need additional funding; and, she wanted assurance that <br /> the City's funds would not be used for maintenance and repair of the Fox Theatre or <br /> salaries, and that all of the money was put into Theatre productions. <br /> Councilwoman La Berge, candidate for Council, stated that the City makes grants to <br /> 25 to 40 non-profit organizations per year, for the arts, sports, and human services, and <br /> does not put these kinds of conditions on those grants. The grants are investments in the <br /> community. Shelter Network, Raices de Mexico productions and funding to PCS for <br /> other quality theatre all make this community better.
