Mr. Ciboci advised that if
additional funding was needed to conduct the test, the County had pledged up to $25,000
and no further moneys would be expected from Redwood City for this test.
In answer to Council questions regarding Redwood City sharing cost of development
without a return, Councilman Greenalch stated again that SRI International had the
technology already and wanted to bring that technology to the City for a field test.
Councilman Greenalch advised that other jurisdictions are interested in this technology
and Redwood City's pledge of $25,000 guarantees that the field test and waiving of
licensing fees would go to Redwood City. Councilman Greenalch also acknowledged
the concerns regarding "intellectual property rights."
In answer to Council questions, Mr. Ciboci advised that SRI was a not for profit
organization that does not produce hardware, only technology. Mr. Ciboci stated that
approval of the $25,000 would begin negotiations to design a test with the existing
technology that was acceptable to both parties.
In response to Council questions, Councilman Greenalch restated that the $25,000
would begin work by SRI to design a field test of its technology to locate urban gunfire;
if the $25,000 is insufficient for the City's purposes, the County has pledged up to
another $25,000; if the test cannot be done for $50,000, then SRI would have to return to
the Council for further review. Councilman Greenalch stated that City Attorney
Schricker would write the contract with specific parameters.
Mr. Ciboci: "We will provide the system free of any licensing fee. Plus as the system is
upgraded over time we want to roll those upgrades back into Redwood City so you will
have the benefit and the best operating system possible."
In response to Council questions, Mr. Ciboci, advised that it would take a minimum of
six weeks to design a field test, and only if absolutely everything fell into place.
MIS: SANFILIPO/STEINFELD TO AUTHORIZE STAFF TO BEGIN NEGOTIATIONS
WITH SRI INTERNA nONAL TO CONDUCT A TEST OF A GUNFIRE LOCA nON
SYSTEM IN THE SOUTHEAST REDWOOD CITY AREA AT A COST NOT TO EXCEED
$25,000
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 94-235
------------------------------------------------------------------------------------------------------------------------
MINUTE BOOK NO. 52 Regular Meeting Minutes
Page No. 428 November 7, 1994
Page 7
.
