Urban Gunfire Locator System - Report by Councilman Greenalch; (702-02) <br /> Councilman Greenalch presented the staff report recommending a field test of an urban <br /> gunfire locator system developed by SRI International, and Police Captain Granucci <br /> presented statistical information on overheads outlining the subject area bounded by <br /> Rolison Road, Middlefield Road, Fifth Avenue and Woodside Road. Councilman <br /> Greenalch described the Urban Gunfire Locator System Committee recommendation for <br /> a two-phased approach: 1) would the system work from a technological perspective, and <br /> if the technology is workable; 2) how can this technology be translated, and how quickly <br /> can it be translated, into a response from the police department. Councilman Greenalch <br /> stated there is hope that the use of technology will diminish the incidents of firearms <br /> being discharged within the City. <br /> Captain Granucci described the $500 reward program recently instituted by the Police <br /> Department to identify perpetrators who discharge firearms in Redwood City. <br /> In response to Council questions, City Attorney Schricker advised that firing a weapon <br /> in the air is a felony and firing a weapon into the ground is a misdemeanor punishable by <br /> 6 months in jail and a $1,000 fine. City Attorney Schricker added that the City <br /> vigorously prosecutes anyone charged with discharging a weapon in any manner. <br /> Councilman Greenalch thanked the Committee members in the audience, Co-Chair <br /> Police Captain Granucci, Facilitator Centeno, John Ciboci, Program Director, System <br /> Technology Division, SRI International, Mike Castro, Bonnie Miller, Salvador Sandoval <br /> and Hector Guerrero, <br /> Mayor Buchan called on those people in the audience who wished to speak to this issue: <br /> Maria Diaz C- Vivian, Maddux Drive, spoke in support of the test, described how her <br /> community policing officers were responsive to her needs, and stated that many of the <br /> problems she had had with gunfire had been resolved when the troublemakers in her <br /> neighborhood had moved. <br /> Robert Slusser, Cringle Drive, applauded the Committee's phased analysis of the gunfire <br /> locator system, but expressed concerns regarding the funding of vendor's software <br /> competency test. Mr. Slusser stated he hoped the City was not providing seed money for <br /> the vendor's product, but participating in the test to understand the technology and the <br /> application of that technology as it relates to better law enforcement and safer streets. <br /> Councilman Greenalch acknowledged Mr. Slusser's concerns and explained that SRI <br /> International has already developed the technology and the City of Redwood City would <br /> not be investing in its development. SRI International wants to test its technology and <br /> Redwood City is looking for such a system.
