<br /> REPORT: Redevelopment Agency Executive Director, December 5, 1994 <br /> In response to Councilwoman Steinfeld's questions, Redevelopment Agency Counsel <br /> Hildebrand advised that amendments to AB 1290 and SB 1732 throughout the year <br /> necessitated waiting until the last moment to present the correct plan to the Council. <br /> Attorney Hildebrand and California Redevelopment Association member Bill Carlson, <br /> the Redevelopment Agency's consultant, described the definition of blight. Mr. Carlson <br /> described the AB 1290 new definition of blight, and advised that at least one indicator in <br /> both the economic and physical blight categories was required to justify redevelopment, <br /> and blight had to be widespread and disproportionate compared to other areas of the City. <br /> In response to Councilwoman Steinfeld's question regarding a loan from Sequoia Station <br /> to the Redevelopment Agency, City Attorney Schricker advised that in the Disposition <br /> and Development Agreement the Agency granted economic benefits to the developer <br /> whose responsibility was to redevelop the property, but there was no specific loan made to <br /> the Agency. <br /> City Manager Everett advised that the proposed mandated ordinance only deals with <br /> time limits and further questions regarding redevelopment, blight, and bonded <br /> indebtedness would be answered during the Redevelopment Agency study session <br /> commencing immediately following the Council Meeting. <br /> TITLE READ.
