<br />Councilman Sanfilipo summarized the 'Charter calling for the lowest bid and the highest <br />paid circulation, and the Tribune knowing that paid circulation was a consideration did not <br />increase its circulation over the last year. The Almanac has the lowest bid and the highest <br />paid circulation. <br />Councilwoman Howard expressed her appreciation to Mr. Distefano for his reporting and <br />his insights and what he offered to Redwood city, and she stated she did not want her vote <br />to be misconstrued. Councilwoman Howard stated she was struggling with the gray area <br />of his being able to use his newspaper to endorse his candidacy and print what he would <br />like to print, and the City could not. Councilwoman Howard stated she had to use her <br />discretion and base her decision on what she felt was right, not on personal bias or any <br />perceived gain. <br />In response to Mayor Gasparini's questions, City Attorney Schricker advised that if Mr. <br />Distefano did become a candidate for Council, the Council would be entitled to review the <br />circumstances at that time, and in fact might review all the candidates' circumstances. City <br />Attorney Schricker asked the City Clerk to bring that issue to the Council at the <br />appropriate time. <br /> MEMO 12/20/94 <br />TITLE READ. Council decision regarding the relocation of Middle field Road and projects dependent <br />upon that decision (1803-06) <br />REPORT: Planning Director, December 19, 1994 <br />City Engineer Luck presented the staff report and advised that the Council Roads and <br />Right of Ways Committee with members Hartnett and Sanfilipq reviewed the staffs report. <br />The Council Facilities Committee also reviewed the same proposal.
