Councilman Sanfilipo summarized the 'Charter calling for the lowest bid and the highest paid circulation, and the Tribune knowing that paid circulation was a consideration did not increase its circulation over the last year. The Almanac has the lowest bid and the highest paid circulation. Councilwoman Howard expressed her appreciation to Mr. Distefano for his reporting and his insights and what he offered to Redwood city, and she stated she did not want her vote to be misconstrued. Councilwoman Howard stated she was struggling with the gray area of his being able to use his newspaper to endorse his candidacy and print what he would like to print, and the City could not. Councilwoman Howard stated she had to use her discretion and base her decision on what she felt was right, not on personal bias or any perceived gain. In response to Mayor Gasparini's questions, City Attorney Schricker advised that if Mr. Distefano did become a candidate for Council, the Council would be entitled to review the circumstances at that time, and in fact might review all the candidates' circumstances. City Attorney Schricker asked the City Clerk to bring that issue to the Council at the appropriate time. MEMO 12/20/94 TITLE READ. Council decision regarding the relocation of Middle field Road and projects dependent upon that decision (1803-06) REPORT: Planning Director, December 19, 1994 City Engineer Luck presented the staff report and advised that the Council Roads and Right of Ways Committee with members Hartnett and Sanfilipq reviewed the staffs report. The Council Facilities Committee also reviewed the same proposal. City Engineer Luck showed an overhead of the proposed realignment; advised the cost would be $2.1 million, including $735,000 right of way costs, plus $1.7 million for clean-up; showed the bifurcation of the MainlMiddlefield Project; noted the properties that would have to be taken and the tree lost; and the change of location of the currently proposed new City Hall and loss of $300,000 in completed design costs.
