Councilwoman Steinfeld asked why only one proposal had been brought forward when
staff had previously stated there were 3 or 4 possibilities including the most likely design
running behind the Library.
City Manager Everett stated other possibilities were shown and rejected by the previous
Facilities Committee, and staff tried to respond to Councilman Sanfilipo's idea as to the
design of a realigned Middlefield Road.
Councilwoman Steinfeld stated she wanted to see all the alternatives before making a
decision.
Vice Mayor Hartnett stated that the Council had initiated the process, this presentation
was a result of the Council's request, which included extensive discussion in the Roads and
Rights of Way Council Committee. The prime motive behind this consideration was to
address Councilman Sanfilipo's concerns whether Middlefield Road should be realigned
and what it would do to the current plans for a new City Hall and the MainlMiddlefield
Project. The Council has received what it asked for. The previous Facilities subcommittee
decided not to move the matter to the full Council. The design of the new City Hall has
already been completed and staff is ready to move to the old Police Building. If Council
does not want to go forward then it is time to make that decision. The decision is simple,
does the Council want to stop the process of the new City Hall or not.
Mayor Gasparini called upon the people who submitted speaker's cards.
Keith Bautista, 3010 Sterling Way, Redwood City, described his long time residency in
Redwood City, and praised the vision of Councilman Sanfilipo for the concept of a plaza
between the City Hall and the Library. Mr. Bautista spoke about the city's civic soul, a
plaza would symbolize the new spirit of Redwood City. Mr. Bautista stated the City
would save money by the increased safety of citizens and employees who would not have
to cross Middlefield Road. Mr. Bautista recommended that Middlefield Road be closed
and not realigned which would save money and not impair the construction schedule of
City Hall.
MEMO 12/20/94
Joe Steinfeld, 850 Main Street, Redwood City, stated that circumstances have changed
since the first approval of the new City Hall and the eventual cost will be doubled to $12
million. Mr. Steinfeld suggested that the old City Hall be rehabilitated. Mr. Steinfeld
stated that if a new City Hall is to be built, a civic center without cars speeding through
ought to be built to get rid of the dangerous increased traffic that will surely result from the
new MainlMiddlefield Project.
Regular Meeting Minutes MINUTE BOOK NO. 52
December 19, 1994 Page No. 477
Page 14
-". .."" ,-----~--_..._-------.----._----_.- --"----'-'"--------------_..
