<br />each had agreed to sit on the advisory board of the RCTET, and presented <br />a petition with over 129 signatures in support of his troupe acquired in - <br />only two days last week. <br />In response to Council questions, Mr. Penna explained the items on his <br />proposed budget, including $18,000 for a part time business manager and a <br />part time production coordinator to be hired by the advisory board after <br />recruitment in Redwood City; described his proposal which includes one <br />gospel showcase and three variety shows as fund raisers to be held at the <br />Fox Theatre during the first year; advised that he has not sought other <br />funding, as of yet; listed his qualifications to oversee this Troupe <br />based on his four years at the Shelton Acting Academy, a summer stock <br />program at Canada Community College, and creator and director of the <br />after school programs for the Las Lomitas/Menlo Parks Schools. <br />For the benefit of the audience, City Manager Everett explained that <br />some of the proceeds from the Redevelopment Bond Issue were reserved for <br />downtown promotion through the use of the Fox Theatre. If Mr. Penna's <br />Troupe rents the Fox Theatre, its productions may qualify as downtown <br />promotion. Only that part of its budget, the $3,000 rental of the Fox <br />Theatre, would be eligible for the downtown promotion funds, if all other <br />criteria are met. <br />City Attorney Schricker advised the Council Members that there might be a <br />problem with using City funds for a religious or quasi-religious event, <br />such as a gospel show held at the Fox Theatre, due to the legal doctrine <br />of the separation of church and state, and any such proposal would have <br />to be carefully scrutinized. <br />In response to Council questions, City Manager Everett advised he would <br />provide the Council with more information on the appropriate uses of the <br />funds from the Redevelopment Bond issue. <br /> MEMO 3/10/92 <br />Nita Spangler, 970 Edgewood Road, spoke to the issue of the quality of <br />the proposed variety shows, suggesting emphasis be placed on originality <br />and good taste. <br />M/S: CLAIRE/BUCHAN TO REFER THIS ISSUE TO THE CIVIC CULTURAL COMMISSION <br />FOR THEIR REVIEW AND RECOMMENDATIONS <br />Carried by unanimous voice vote. <br /> MINUTE ORDER NO. 92-023 <br />---------------------------------------------------------------------------------- <br />2.
