<br /> Arthur Presotto, owner of 219 Jackson, resident of San Carlos, stated this <br /> neighborhood was being targeted because it was a marginal area, the licensed <br /> contractors have no concern for the neighbors, and the density on Jackson is <br /> unbearable. <br /> Rose Presotto read from the Koppel report (Exhibit-7) about a mentally ill <br /> person who made a very bad decision because she suffered from a disease that <br /> often times caused her to exercise very poor judgment, and she suffered from <br /> a mental disease that diminished the degree of culpability and <br /> responsibility for her actions. <br /> In response to Council questions, the Presottos stated they lived at 2784 <br /> Clifford in San Carlos and have owned 219 Jackson for over 20 years, and <br /> that some of their tenants are in their 80's and 90's. <br /> Arthur Presotto stated that the zoning is the problem, and that Council <br /> could change it if they wanted. Mr. Presotto advised he wanted to buy a <br /> property next door to his, but declined to do so when the City advised he <br /> could only build a single family residence on that lot which is the same <br /> size lot as the one he currently owns which has seven units. <br /> In response to Councilman Claire's question regarding safety and property <br /> values, Mr. Pres otto stated the problem was density in the neighborhood and <br /> the zoning ordinance passed four years ago. Mr. Presotto added that the <br /> Council is having second thoughts about the permits they approved, such as <br /> Hope House. <br /> Mr. Presotto asked why Council is saturating the area with halfway houses. <br /> Council reiterated the state laws regarding Hope House and 697 Upton, <br /> the preemption by state and county laws in this area, including location of <br /> jails, and described Council efforts to convince operators of homes <br /> objectionable to local residents that Redwood City had had enough. <br /> Councilman Murray discussed number of garages to number of units next to the <br /> Presottos and the opportunity to assure limited parking for Hawthorne House <br /> through conditions of the Use Permit. <br /> Robert Dei Rossi, 115 Duane, Redwood City, Director of Hawthorne House from <br /> 1981-1988 and worked there until 1990, advised there had been no problems <br /> with the licensed home behind his house nor in his experience with Hawthorne <br /> House residents. <br /> Maria Diaz Calderone-Vivian, 1466 Maddux Drive, Redwood City, owns two <br /> licensed residential care homes and advised Council she had never had any <br /> problems with her residents, that a family atmosphere had been maintained, <br /> and non-profit centers such as Hawthorne House will become more and more <br /> necessary as the "mom and pop" homes decrease due to financial constraints. <br /> In answer to Council questions Ms. Calderone-Vivian advised the best way to <br /> overcome the real fears of the new neighbors is to have an open door policy <br /> and posted complaint procedures, and show what good neighbors the residents <br /> can be. <br /> Regular Meeting Minutes <br /> MINUTE BOOK NO. 51 April 20, 1992 <br /> Page 10 <br /> Page No. 52 <br />
