<br /> Article 33 Nonconforming Uses and Structures, and specifically Section <br /> 33.13, Replacement of Destroyed or Damaged Nonconforming Structures, which <br /> would result in the reconstruction of 251 Jackson as a single family <br /> dwelling only. The housing of 15 residents is in direct conflict with the <br /> intent of this Article. Mr. Goggiano spoke about the problems of 696 Upton, <br /> 2936 Jefferson and 231 Lincoln and the negative impact on property values <br /> caused by these facilities, including the negative impact on the Espinosa's <br /> property. Mr. Goggiano stated the Use Permit approval was in direct <br /> violation of Article 42, Section 42.3 being "detrimental to the health, <br /> safety, peace, morals, comfort, or general welfare of persons residing or <br /> working in the neighborhood of such proposed use." Mr. Goggiano stated that <br /> Redwood City has more than its fair share of housing for the impaired and <br /> handicapped, and asked Council to conduct a study of participation by our <br /> sister cities. <br /> In answer to Council questions regarding how the Zoning Administrator's <br /> actions were detrimental to health and safety, Mr. Goggiano restated both <br /> Zoning Ordinances Articles 33 and 42, and compared Hawthorne House to 696 <br /> Upton, and stated articles in the newspapers discussed fears of senior <br /> citizens. Mr. Goggiano read the letter from Renee Shedoudi (Exhibit 4), <br /> 226 Jackson Avenue, who stated she would be afraid to leave her house and <br /> walk by a house with mentally ill people who are good people but not in <br /> control of their actions. <br /> Councilman Greenalch addressed the issue of the significant conflict of <br /> values. Councilman Bury spoke of the need for facilities to be adequately <br /> distributed, the reality of cost and availability of property in Redwood <br /> City, and the empathy of the Council towards the concerns of the <br /> neighborhood. <br /> -------------------------------------------------------------------------------- <br /> Mayor La Berge declared a recess at 9:30 p.m. <br /> Meeting reconvened at 9:38 p.m. <br /> -------------------------------------------------------------------------------- <br /> Rose Presotto, owner of 219 Jackson, resident of San Carlos, spoke of her <br /> concerns regarding the misinformation in the notification letters, (Exhibit <br /> B-5 and B-6) and asked Council to revoke the Use Permit. Mrs. Presotto read <br /> from a Ted Koppel report (Exhibit-7) and stated the problem around her <br /> property was density, which was addressed by a zoning change a few years <br /> ago (Article 33, Section 33.13) Allowing a triplex to be converted into a <br /> small hotel is in conflict with the intent of this Section, and exemption to <br /> the rules. Mrs. Presotto stated Redwood City is losing touch with the <br /> neighborhoods and is fast becoming a haven for jails and halfway houses. <br /> People are being denied contentment of their own neighborhoods.
