more than six persons in R-2 zones." (Exhibit B-8) Ms. Vosburg stated that
this decision defines a facility offering psychiatric treatment as a nursing
home.
City Attorney Schricker advised a more pertinent section of the Health and
Safety Code was Section 1566.3 which states cities cannot regulate many
facilities including a residential facility which serves six or fewer
persons, it does not distinguish between the type of patient living in
either type of facility, and the local government can regulate for over six
persons. Traditionally, centers such as Hawthorne House have been viewed as
nursing homes. If not that, there wouldn't be any regulation at all.
Redwood City Council policy states Meetings will terminate at 11:00 p.m.
unless the Council unanimously agrees to extend the time.
M/S: MURRAY/CLAIRE TO CONTINUE THE MEETING UNTIL 12:00 A.M.
Motion failed on the following voice vote:
AYES:. Mr. Renner told the Council he has worked for
over 35 years in the criminal justice system and has seen hundreds of group
homes, and he is extremely impressed with this one. Mr. Renner advised he
would be happy to have a home such as Hawthorne House in San Carlos.
Kathryn Lindbloom Renner, 3150 Melendy Drive, San Carlos, told the Council
it took one and a half years to have her stepson accepted in the
Hawthorne House program, and it is the best thing that ever happened to him.
Mrs. Renner advised she was a member of the San Carlos Planning Commission
from 1978 to 1984 and approved PARCA's facility next to a school in San
Carlos, but in 1976 fought to prevent a prison from going into the
community, so does not support all facilities. Mrs. Renner advised she
checked with the Redwood City Police Department concerning Hawthorne House,
Captain Granucci and Officer Pratt advised it was a good facility. Mrs.
Renner advised most of the residents of these facilities have limited
incomes and could not buy a car even if they wanted one, and parking is not
a problem. Mrs. Renner described the residents as very shy, wanting to
help, and fully active in the program.
Elizabeth Southwood, 722 Palomare Drive, Redwood City, told the Council she
is the mother of a son in Hawthorne House, and this program is the best
thing that ever happened to her son. She described the atmosphere as
cheerful and the staff includes the parents in decisions regarding their
children. Her son is learning how to live on his own.
Regular Meeting Minutes
Apri 1 20, 1992 MINUTE BOOK NO. 51
Page 13 Page No. 55
....-....
