No one else wished to <br /> speak. <br /> MIS: STANGELIMURRAY TO CLOSE THE PUBLIC HEARING. <br /> Carried by unanimous voice vote and the Hearing closed at 11:14 p.m. <br /> MINUTE ORDER NO. 92-045 <br /> Councilman Claire asked Planning Director Patterson about the configuration <br /> of the plan for 251 Jackson Avenue and how it conforms with Redwood City <br /> Zoning Ordinances. Director Patterson advised there would be 12 bedrooms <br /> with one kitchen, and that configuration does conform to the current parking <br /> regulations. Mr. Patterson advised it is a legal non-conforming structure <br /> right now and changes can be made as long as they do not expand the <br /> non-conformity. Discussion ensued regarding the number of people living in <br /> the building now as compared to the 15 proposed residents, plus staff. <br /> Director Patterson suggested that currently there would be a maximum of <br /> about 12 people living in the building, and he based justification of the <br /> increase to 15 residents on the fact that problems in residential <br /> neighborhoods center aröund parking, and that the proposed use would better <br /> the parking situation as there will be fewer cars. Director Patterson <br /> advised that a condition to the Use Permit limits this use to Hawthorne <br /> House only, and if the Community Living Center sells the property or moves <br /> from the property, they have to convert it to a use that conforms to the <br /> current zoning ordinance with respect to parking, which is a duplex or <br /> possibly a triplex. <br /> M/S: STANGEL/MURRAY TO DENY THE APPEAL AND THE USE PERMIT BE APPROVED <br /> SUBJECT TO THE RECOMMENDED CONDITIONS. <br /> In answer to Council questions, Ms. Vosburg agreed to accept the conditions <br /> attached to the Use Permit. <br /> Councilman Greenalch advised he would like additional time to consider <br /> everything he had heard and does not want to rush to judgment. Councilman <br /> Greenalch stated he saw two tragedies: mental illness as a real tragedy and <br /> forcing this program on a neighborhood that doesn't like it. He added that <br /> he has serious concerns regarding density; he believes the residents of the <br /> proposed Hawthorne House on Jackson Avenue will not pose a threat to the <br /> neighborhood; but 15 people, regardless of who they are, in that particular <br /> neighborhood, is not appropriate. <br /> Councilman Bury agreed that it is a difficult situation, but stated he <br /> believed the location was acceptable and that the neighborhood would be <br /> challenged to make it work. Councilman Bury described the need for <br /> conveniently located facilities, and expressed confidence that a year from <br /> now everyone will be speaking favorably of the program. <br /> Councilman Claire also acknowledged the difficult situation and described <br /> his unfortunate experience with several mentally ill people who have caused <br /> him and his family some unpleasant times. Councilman Claire expressed a <br /> need for help for these individuals who suffer from mental disease.
