City Council Meeting of <br /> Apri 1 20, 1992 <br /> Date: April 24, 1992 <br /> To: Manager, Attorney, Community Development Director, Planning <br /> Director <br /> From: City Cl erk <br /> SUBJECT: FINDINGS ON APPEAL OF ZONING ADMINISTRATORS DECISION TO ISSUE <br /> A USE PERMIT TO COMMUNITY LIVING CENTER TO OPERATE A LICENSED <br /> HOME FOR FIFTEEN MENTALLY ILL CLIENTS AT 251 JACKSON STREET <br /> CONSENSUS: It was determined by Mayor La Berge to be the consensus of the <br /> Council to approve the Findings as stated in the Planning Division report <br /> of March 13, 1992 and reprinted as part of the Planning director's report <br /> to Council on April 20, 1992: <br /> FINDINGS: <br /> 1. The community Living Center (Hawthorne House) has been in existence <br /> since 1978 at 695 Fifth Avenue, as a State licensed nonprofit <br /> corporation providing the same service as proposed for this property on <br /> Jackson Street. <br /> 2. The proposed use of the property is in conformance with the Housing <br /> element, Strategy 15: <br /> The City shall take a leadership role in promoting equal opportunity <br /> in housing through education and enforcement efforts, including but <br /> no limited to discrimination audits, and joint educational efforts <br /> with fair housing and real estate industry groups. <br /> 3. The proposed use of the property is in conformance with the Human <br /> Services Element Goals and Proposals: <br /> Housing Goals: <br /> d. To ascertain that there will be adequate specialized housing for <br /> the handicapped (People with developmental disabilities, mental <br /> disorders, and physical handicaps.) <br /> e. To ascertain that there will be equal housing opportunity for all <br /> members of the community. <br /> Health Goals: <br /> a. to ascertain that there will be quality mental health services <br /> available for all who need it. <br /> i .--." ,. r-"'-' ._- <br />
