<br /> Social Environmental Goals: <br /> a. to ascertain increasing community awareness and respect for the <br /> cultural diversity which exists within the community and <br /> increasing efforts to make public policies and agencies <br /> responsive to these citizens with physical handicaps, cultural <br /> differences, divergent lifestyle preferences, and age <br /> differences. <br /> Housing Proposals: <br /> d. the City should encourage the development of specialized housing <br /> facilities for the physically and mentally handicapped. <br /> Health Proposals: <br /> a. The City should encourage the State and the County to maintain <br /> high quality mental health services. <br /> Education Proposals: <br /> b. The Committee should support and encourage community service <br /> education programs to increase community awareness. <br /> 4. The proposed use of the property will provide a necessary service for <br /> mentally disabled adults by helping to enhance their living and coping <br /> skills, and by preparing them for more independent living. <br /> 5. All residents of the facility are put through a screening process prior <br /> to being allowed into the facility. Those people unable to live in <br /> this type of environment are referred to other facilities. <br /> 6. The San Mateo County Sheriff's Department reports that there have been <br /> no complaints regarding the Hawthorne House during the 14 years it has <br /> been in existence. <br /> 7. The Redwood City Police Department reports that they have not received <br /> complaints against group homes located in Redwood City, which are <br /> similar in character to the existing Hawthorne House. Simil ar homes <br /> include the Kainos House, Hope House and the Youth and Family <br /> Assistance facility. These group homes, lie the proposed Community <br /> Living Center, are licensed, non-profit corporations which operate with <br /> 24-hour staffing. <br /> 8. There is no evidence that licensed, non-profit group homes decrease <br /> neighboring property values. <br /> 9. The conditions of the Use Permit provide for maintenance of the <br /> property which exceeds the maintenance now given to this property. <br /> 10. the proposed use will have less impact on the neighborhood with respect <br /> to parking than the current five-unit apartment. The current use of <br /> the property would now require ten parking spaces and the proposed use, <br /> if built new, would require six parking spaces. Hawthorne House now <br /> has 13 residents, two have their own cars. <br /> 1 -., 'r -, <br />
