REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 28, 2016 <br /> <br />SUBJECT <br />2016 Rates for Solid Waste Special Service Requests Provided by Recology San Mateo <br />County <br /> <br />RECOMMENDATION <br />Adopt a Resolution increasing by 1.07% the rates for Solid Waste Special Service <br />Requests provided by Recology San Mateo County <br /> <br />BACKGROUND <br />A presentation was made to the Utilities Committee on August 12, 2015 by City staff <br />and representatives of the South Bayside Waste Management Authority (SBWMA) <br />regarding trash rates for 2016. The recommendation of the Utilities Committee is to not <br />increase regular collection rates and to increase rates for Special Service Requests by <br />1.07%. Special Service Requests include items such as Return Trip, Key Service, <br />Additional Containers, and Container Cleaning. The existing rates for regular collection <br />are sufficient to meet the revenue requirement which the City will owe Recology for their <br />services in 2016. The proposed increase of 1.07% to Special Service Request rates is <br />to cover the costs of providing services above and beyond regular collection service. <br />The City Council annually sets the maximum rate to be charged for solid waste, <br />recycling and compost collection. The total cost of the solid waste program includes the <br />cost of the collection services, disposal and processing costs, and agency fees. <br />Recology has been contracted by the City of Redwood City to provide collection <br />services in Redwood City. Redwood City is a member agency of South Bayside Waste <br />Management Authority (SBWMA) along with other cities, the County of San Mateo and <br />West Bay Sanitary District. Recology provides to SBWMA an annual Compensation <br />Application for the collection services, disposal and processing costs, and agency <br />services it provides each year. SBWMA reviews and audits the Application and if <br />approved by the Board, becomes the basis for setting rates for the upcoming year. <br />ANALYSIS <br />For 2016, Recology's approved application requires no increase in rates for Regular <br />solid waste and recycling collection services, and a 1.07% increase for Special Service <br />Requests. <br />7.A. - Page 1
