<br />Pursuant to the procedural requirements of Proposition 218, the City mailed notices of <br />the proposed 2016 rate increase for Special Service Requests and of the public hearing <br />to property owners and ratepayers, posted the Notice of Public Hearing at official <br />posting sites and published it in the local newspaper. A copy of this notice is attached <br />as Exhibit B. <br /> <br />The City will again, for 2016, participate in the SBWMA collection program of Household <br />Hazardous Waste from single and multi-family residences at no cost to the residents. <br />The program costs for 2016 will be paid using funds from the City's Trash Rate <br />Stabilization Fund. The City Council approved participation in this program at its <br />meeting of September 22, 2014, Resolution Number 15369. <br /> <br />ALTERNATIVES <br />Council may elect not to approve this proposed increase to the Special Service <br />Requests rates but in doing so may create the need for the City to subsidize payments <br />for these services in order to comply with the terms of the Franchise Agreement. The <br />City will also incur interest charges as the proposed rate increase is based on a <br />methodology contained in the Franchise Agreement. <br /> <br />FISCAL IMPACT <br />Since the City, in accordance with the respective Franchise Agreement does not pay <br />Recology for solid waste and recyclable material collection services from the General <br />Fund, there will be no cost impact to the City if the increase for Special Service requests <br />is approved.
