<br /> Police Chief Guardino presented the staff report and described the financial <br /> impact of the County charging booking fees to cities, and how the proposed <br /> JPA for a Drop-Off Center will not only be cost effective, but decrease the <br /> time an officer is taken off his patrol. Police Chief Guardino advised the <br /> the overwhelming majority of bookings are alcohol related and that the <br /> Drop-Off Center will have a 24-hour counselor on duty, and the program is <br /> entirely voluntary and at the discretion of the officer. Police Chief <br /> Guardino commended the County for their support of this program. <br /> Ti tl e read. Introduction of proposed Relocation Ordinance (203-04) <br /> REPORT: Community Development Director, April 16, 1992 <br /> Housing Director Church presented the staff report stating the Council first <br /> approved the concept of relocation assistance in the Housing Element of the <br /> General Plan adopted in 1990, and described the benefits to displaced tenants <br /> provided by the proposed ordinance. Housing Director Church described state <br /> mandated payments with a cap of $5250 over four years, and how this <br /> ordinance will require the owner of the property to pay this benefit, not <br /> the City. <br /> Councilman Murray suggested that six months was not long enough in this low <br /> vacancy market and suggested twelve months; and, advised a cap was needed to <br /> ensure a reasonable payment, suggesting using the state cap. <br /> Discussion ensued regarding older units as most affordable; requiring an <br /> amount that would prove not to be a disincentive nor punitive; and the right <br /> amount for a cap over 12 months. <br /> Don Bryant, San Mateo County Legal Aid, spoke in support of the ordinance. <br /> Councilman Murray requested amendment to section 42.4 (d) (ii) of ordinance <br /> to read "A replacement housing payment not to exceed a total of $1500.00 <br /> for a 12 month period." <br /> Title read.
