<br /> 4) PROPOSED AMENDMENT TO THE MERCHANT MARINE ACT OF 1920 (the "Jones Act".) <br /> the Jones Act requires that all ocean transportation between United States <br /> Ports, of passengers for hire andlor cargo, be conducted by United States <br /> built, registered, owned and crewed vessels. The Amendment would allow <br /> United States operated, foreign built, registered and crewed vessels to <br /> transport passengers for hire and their luggage from one California <br /> coastal port to another California coastal port. <br /> RECOMMENDATION: REFER THE PROPOSED AMENDMENT TO THE PORT OF REDWOOD CITY <br /> FOR REVIEW. <br /> Dr. Roger Willey, member of the Tobacco Education Coalition advised that <br /> he and his organization were asking the Council to adopt the same No <br /> Smoking Ordinance adopted earlier by the County, and were ready to help <br /> them in any way possible. In response to Council questions, Dr. Will ey <br /> advised he would send a copy of the County ordinance and information <br /> regarding effects of cigarette smoke in restaurants to Council. Vice <br /> Mayor Bury told Dr. Willey he would be invited to attend the next <br /> Legislative Committee, and asked Dr. Willey to send his information in <br /> advance of the meeting. <br /> Nita Spangler, 970 Edgewood Road, Redwood City, advised Council that the <br /> Redwood City Tribune was a staunch supporter of the original Brown Act, <br /> the Open Meeting Act and asked why Council was not supporting the Kopp <br /> bill. Council Members stated they strongly supported open meetings and <br /> the Brown Act, but the Kopp bill did not require any additional open <br /> meetings, but required secret meetings to remain secret while being taped, <br /> with the tapes being turned over to the District Attorney to hold in case <br /> of a later court action, at which time the contents of the tape would be <br /> disclosed during discovery. <br /> City Manager Everett added that when the bill is presented in its final <br /> form, it should apply to state agencies as well as local agencies. <br /> M/S: STANGEL/BUCHAN TO ACCEPT THE REPORT AS SUBMITTED. <br /> Carried by unanimous voice vote. <br /> MINUTE ORDER NO. 92-050 <br /> ----------------------------------------------------------------------------------- <br /> 8.
