<br /> Council Members discussed the benefits of a Charrette and its unique <br /> opportunities for architectural expertise and citizen involvement. <br /> M/S: Murray/Buchan to endorse the proposal for a Charrette by the San Mateo <br /> County AlA and refer this matter to staff and recommend that staff draft a <br /> letter to the AlA inviting them to organize a Charrette. <br /> Carried by unanimous voice vote. <br /> MINUTE ORDER NO. 92-049 <br /> -------------------------------------------------------------------------------- <br /> B. Legislative Committee Report No. 92-1 (301-06) <br /> 1) SMOKING ORDINANCE. Some concerned citizens have advocated that a more <br /> stringent smoking ordinance is needed. This committee will review further <br /> the materials furnished by the concerned citizens at this Committee's next <br /> meeting. <br /> Councilman Stangel advised that the Legislative Committee recommended <br /> further study. <br /> RECOMMENDATION: FURTHER STUDY. <br /> 2) BROWN ACT REVISIONS - SB 1538 (KOPP). SB 1538 would drastically change <br /> the guidelines for public meetings and other disclosure requirements. <br /> This Committee has requested a copy of SB 1538 for further study, but <br /> anticipates changes will be made to the Bill. <br /> Councilman Murray advised that the most salient point of the proposed bill <br /> is the taping of closed sessions with the tapes to be given to the <br /> District Attorney for potential use in future court cases, at which time <br /> the tapes would be made available during disclosure. <br /> RECOMMENDATION: OPPOSE (AS THE BILL STANDS AS OF APRIL 3, 1992.) <br /> 3) FAIR HOUSING ACT CONFORMITY - SB 1234 (CALDERON). SB 1234 would keep <br /> jurisdiction over the land use regulation of care facilities, alcohol and <br /> drug abuse rehabilitation centers, as well as facilities for youthful <br /> offenders" with local agencies. <br /> Vice Mayor Bury advised the Committee agreed that these were local <br /> government issues and the Mayor is to draft a letter in support of this <br /> bill. <br /> RECOMMENDATION: SUPPORT <br /> Regular Meeting Minutes <br /> MINUTE BOOK NO. 51 April 27, 1992 <br /> Page 4 <br /> Page No. 64 <br />
