SPECIAL ORDERS OF THE DAY <br /> Workers Compensation Report and Informational Video (excerpt from CBS 60 <br /> Minutes) (504-07) <br /> Human Resources Director Irizarry presented a video detailing workers <br /> compensation fraud in Southern California. <br /> Director Irizarry advised that workers compensation is a $10 billion a year <br /> industry and the state of California has the third highest number of filed <br /> claims, but one of the lowest wage replacements. Redwood City's experience <br /> rate, however, has averaged about 65% of the state average over the last <br /> three years, and the few problems Redwood City has experienced are with the <br /> system and not with the worker. Director Irizarry stated Redwood City is <br /> self-insured at a cost of an estimated $902,109 for the year 1992 and state <br /> participation would cost $3,619,525 a year. Director Irizarry described <br /> emphasis of reducing situations leading to claims and the good work of <br /> department heads and the self-insured program components. <br /> ---------------------------------------------------------------------------------- <br /> 4. Redwood City Downtown Association report and request for funding for Fiscal <br /> Year 1992/93 (203-19) <br /> REPORT: Community Development Director, May 12, 1992 <br /> Housing Director Church provided the background of Downtown Business <br /> Improvement Area 2 which expanded and superseded Area 1, and stated the <br /> Downtown Association was selected as the Advisory Board responsible for <br /> administration of Area 2. <br /> Downtown Association Director Britschgi referred to the written report he <br /> submitted describing the 1991/92 budget, expenditures, membership, <br /> promotions, accomplishments and goals, and asked Council to grant $30,000 to <br /> the BID for 1992/93 as it had done in 1991/92.
