City Attorney Schricker advised only 3 out of the 300 <br /> plus member businesses had notp~id:~~nd"were going to Small Claims Court. <br /> The following people addressed the Council: <br /> Geri Mayers, described the job of Director as a 40-hour equivalent position, <br /> not part-time as Director Britschgi described it; stated there were no new <br /> promotions this past year; advised that she had not received notices nor <br /> minutes of the meetings; and stated that before the Directorship was <br /> created, Barbara Britschgi had done a great job for the original Downtown <br /> Association. <br /> Joseph Steinfeld, 850 Main Street, advised the election of the Board of <br /> Directors had been inadequately noticed and wrongly held; the BID was <br /> undemocratic; the majority of businesses in the District did not want the <br /> BID; only a voluntary association would work; and asked Council to contact <br /> all the people in the area and ask them if they wanted an association, and <br /> if they did, whom did they want to sit on the Board. <br /> Council and staff described the proper public hearing process that was <br /> followed and the legal processes that were observed providing for the <br /> establishment of the Business Improvement District Area No.2 and the Board <br /> of Directors. <br /> Joseph Staudt, President of the Downtown Association, also stated that the <br /> election of Board Members was completely legal; described the Christmas <br /> Parade; and described the unwillingness of people in the District to take <br /> part in the Association and make it work. President Staudt announced the <br /> Board meetings take place the 1st Tuesday of every month at 7:30 a.m. in the <br /> BID offices, and the Quarterly meeting will take place June 16th in the <br /> Library, and stated he wished all 300 plus merchants would attend. <br /> President Staudt also advised that Director Britschgi worked 50 to 60 hours <br /> every week. <br /> Title read.
