Oral Report on the Railroad Tracks at Veterans Blvd. and Chestnut Street <br /> (1602-05) <br /> Assistant to the City Manager/Library Assistant Director Karen Duffy <br /> presented the report on the matter concerning the planned project to install <br /> signal crossing gates across at the railroad tracks at the intersection of <br /> Veterans and Chestnut Street. Assistant Director Duffy advised that <br /> discussions with the Public Utilities Commission, Southern Pacific and the <br /> City began in 1982, and in 1984 the PUC ordered automatic gates to be <br /> installed at a cost of $190,000. The City paid $19,000 or 10% of the cost <br /> at that time. Reconstruction of Chestnut Street is taking place and <br /> Southern Pacific is ready to install these automatic gates. However, for <br /> the last 27 years, there have been no accidents at that intersection without <br /> the gates, and there has been opposition to their installation by property <br /> owners in the area to install them. In 1985 the City asked the PUC to <br /> rescind its decision, and the PUC agreed to consider revising its <br /> recommendation. Assistant Director Duffy advised there is only one train <br /> (round trip) per day traveling those tracks at a speed between 3 and 5 miles <br /> per hour. City Engineer Luck has drafted a letter to the PUC asking for a <br /> signal preemption system only at the intersection and staff is asking for <br /> approval to send the letter. The PUC has agreed to entertain a formal <br /> request from the City to rescind their order and SP has agreed to delay <br /> installation for a short time pending consideration by the PUC. <br /> Civil Engineer Lowell Sue presented more specific background and in answer <br /> to Council questions advised the PUC recommended signal crossing gates in <br /> 1984 as they were the highest level of protection and this intersection met <br /> the criteria. <br /> In response to Council questions, City Manager Everett advised that the <br /> funds for upgrading to the signal preemption system are currently in the <br /> Chestnut Street Renovation Project. <br /> In response to Council questions, Community Development Director Pawloski <br /> advised that City Engineer Luck had met with Southern Pacific and the Public <br /> Regular Meeting Minutes <br /> May 18, 1992 <br /> Page 6 MINUTE BOOK NO. 51 <br /> Page No. 89 <br /> T o. ° _'H' -, <br />
