<br /> Utilities Commission and worked out an agreement to upgrade that <br /> intersection by providing advanced warning signals plus the preemptive <br /> signal system on Veterans Blvd., with the assumption that the previous <br /> payment would go towards financing these signals in lieu of gates. Director <br /> Pawloski stated he believed the costs would be shared with SP. <br /> City Manager Everett described liabilities of City, PUC and Southern Pacific <br /> if the City states it does not want gates, and suggested that the City ask <br /> for the concurrence from the PUC to allow the City to upgrade to a signal <br /> preemption system, leaving the final decision to the PUC. <br /> City Attorney Schricker described the 1985 letter from the PUC iterating <br /> that cost was a factor in choosing gates over the signal preemption system, <br /> and acknowledging that rail traffic apparently is considerably less than <br /> previously anticipated, suggesting "a much less complex preemption system <br /> may be an effective means to provide protection at the crossing..." <br /> Mr. James Kreger, 1485 Veterans Blvd., Redwood City, advised he was speaking <br /> for other property owners in the area as well, and asked Council to support <br /> the agreement proposed by City Engineer Luck, the PUC and Southern Pacific <br /> to install a signal preemption system rather than the ugly, property <br /> depreciating, unnecessary gates.
