<br /> B. Review of the Redevelopment Agency proposed FY 1992/93 Budget and the <br /> Housing Department proposed FY 1992/93 Budget (taken out of order at this <br /> time.) (1402-13) <br /> REPORT: 5 Year Capital Improvement Program <br /> Redevelopment Agency and Housing Director Church and Housing Coordinator <br /> Jones-Thomas presented a very detailed report on the FY 1992/93 Budget. <br /> Mrs. Jones-Thomas described the two new proposed programs: 1) the <br /> portable units for school and after school programs in the Redwood City <br /> School District, and 2) $25,000 for the Daybreak Program for homeless <br /> youth. Mrs. Jones-Thomas also described the shared homes program, the <br /> food bank, removal of architectural barriers, the CDGB program, and the <br /> new Home Program, a new funding source. In response to Council questions, <br /> Mrs. Jones-Thomas described the volume of applicants for Redwood City <br /> housing programs, and the Christmas in April program. Redevelopment <br /> Agency Director Church described the tax and debt conditions for the <br /> Agency, Sequoia Station, Main Street, Broadway sidewalk, the new parking <br /> structure, entry features, the storefront improvement program, the <br /> property at 811 Whipple Avenue, the efforts of the Agency to help the <br /> developer to build affordable housing at Maple and Middlefield, and the <br /> remaining Marina lands. Mr. Church also described the revenues and <br /> expenditures of the Fiscal Year 1992/93 Budget. <br /> Nita Spangler, 970 Edgewood Road, complimented Planning Director Patterson <br /> on the June 23rd community meeting where consultant Terry Bottomley from <br /> Friedman, Tongue and Bottomley, provided information on improvements to <br /> Hamilton Street and the downtown entry feature program. <br /> In response to questions by Michael Hitchcock, 1508 Redwood Avenue, <br /> regarding the proposed expenditure of $1 million on "entry features", <br /> staff described the work being done on two projects by one consultant: <br /> Hamilton Street Reconstruction and the recommendations to Council on ways <br /> to improve the downtown area through entry features. Planning Director <br /> Patterson advised that although there is $500,000 in the budget, Council <br /> will decide how much of that money they want to spend on which <br /> recommendations. <br /> Council discussed reconstruction projects and the downtown area. <br /> Nita Spangler, 970 Edgewood Road, stated she had seen the examples of what <br /> other City's had done, entry features can have a positive effect, and that <br /> although the City hasn't spent anything yet, good taste isn't cheap. <br /> Adjourned Regular Meeting Minutes <br /> June 29, 1992 MINUTE BOOK NO. 51 <br /> Page 6 <br /> Page No. 123 <br /> .-.....
