_________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ July 27, 2015 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 15 <br />Vice Mayor Foust stated that she had asked for a clarification from the City Attorney <br />about a potential conflict to vote on this item as someone who is up for reelection. Ms. <br />Thompson, City Attorney, stated that Vice Mayor Foust had asked if Council Members <br />up for reelection had a conflict of interest when voting for whether to have an all-mail <br />ballot election. She stated that there is no conflict of interest. <br /> <br />Council Member Seybert stated that Redwood City is the last City to vote on this. He <br />stated that he will be voting with significant reservations because he does not think this <br />pilot program has been well thought out. He stated that he thinks the City should have <br />an additional polling site in Redwood City. He stated that he is very concerned about <br />people waiting until election day to mail in their votes which would cause a significant <br />delay in the results. <br /> <br />Council Member Pierce stated that she will support this item with the request that the <br />City do additional outreach and request additional polling sites. She stated that she has <br />accessibility and outreach concerns. Council Member Aguirre stated that she has the <br />same concerns as Council Member Pierce. She stated that the all-mail ballot puts more <br />pressure on the City to work for accessibility and outreach. Council Member Howard <br />agreed with the other Council Members. She stated there needs to be additional <br />outreach and additional polling sites. Mayor Gee stated that he shares the same <br />concerns as the Council Members, as the community is dispersed and diverse. He <br />stated that there needs to be a polling center in Redwood Shores, Fair Oaks, and in the <br />Senior Center. He stated that the state officials have supported all-mail ballot but they <br />won’t be elected by mail ballots as it’s a local measure. He stated that there needs to <br />be funds allocated to augment outreach in approximately $25,000 because mail doesn’t <br />work for all parts of the community. The County will need to have a cure program for <br />ballots that come in unsigned. <br /> <br />Recommendation: <br />If City Council consents to participating in all-mailed ballot election on November 3, <br />2015: <br /> <br />1. Adopt Resolution Directing the San Mateo County Chief Elections Officer To <br />Conduct The November 3, 2015 Election For The City Of Redwood City By All- <br />Mailed Ballots Mail Pursuant To The Pilot Program Authorized By Assembly Bill <br />2028 [And Authorize Additional Polling Places If Approved By City Council]. <br /> <br />RESOLUTION NO. 15435 DIRECTING THE SAN MATEO COUNTY CHIEF ELECTIONS <br />OFFICER TO CONDUCT THE NOVEMBER 3, 2015 ELECTION FOR THE CITY OF <br />REDWOOD CITY BY ALL-MAILED BALLOTS PURSUANT TO THE PILOT PROGRAM <br />AUTHORIZED BY ASSEMBLY BILL 2028 [AND AUTHORIZE ADDITIONAL POLLING <br />PLACES IF APPROVED BY CITY COUNCIL] <br /> <br />M/S Seybert/Aguirre to adopt the resolution adding a clause about a cure program. <br />Motion carried unanimously by electronic vote. <br /> <br />2.
