STAFF REPORT(S)

A. Results of the 2015 Neighborhood Satisfaction Survey (205)

Mr. Brian Godbe spoke about the four surveys conducted over the past few years
regarding neighborhood satisfaction, and presented the findings in detail (Presentation
on file). He gave an overview of the methodology of the surveys and walked through
the responses to each question.

Council Member Aguirre noted that the report indicates that the use of parks is
increasing. She asked if most survey responders are mostly in their 30s and 40s. Mr.
Godbe stated that the data is weighted using the census so that it is reflective of the
diversity of the population. In this population the largest age group is 45 to 49-year-
olds. However, the age groups are still fairly evenly distributed. Council Member
Aguirre stated that 30-50 is the biggest age group if looked at together. She stated that
those would be using the parks more often, perhaps because they have children.

Mr. Godbe stated there is a connection between park usage and age. He noted that the
senior population is fairly small because as a whole the City is becoming younger. He
stated that seniors are big users at the library. Council Member Aguirre stated that age
range would also have children and would be taking their families to parks and libraries.
Council Member Bain asked if respondents were asked if they own or rent. Mr. Godbe
stated that was not asked. Council Member Bain stated that affordable housing would
be a concern for different groups. He stated there is a difference between affordability
of housing and creation of affordable housing.

Mr. Godbe stated that it’s not just the renters versus homeowners category, but
affordable housing in rentals and affordable housing for purchase. He spoke about
people who are looking for homes to purchase and can’t afford to buy a home. Council
Member Bain stated that it’s interesting to see the trends over time. He stated that next
time the survey is administered there should be some follow-up questions about why
people do or do not feel their quality of life has improved. Mr. Godbe stated that what
was done in earlier survey years was follow up with some participants and a focus
group to get more qualitative data.

Council Member Bain stated he was also concerned about the loss of the strong sense
of community. Mr. Godbe stated that there will be more in the full report adding that
Redwood City has become younger and many residents may be new to Redwood City
and that could contribute to the decreased sense of community. Council Member Bain
stated that he wants to know how to make the data actionable. Council Member
Howard agreed with Council Member Bain. She stated that she’d like to see focus
groups, particularly those who respond with “don’t know” or “doesn’t apply.” She stated
that she is pleased to see the City departments score very well but she is concerned
about affordable housing and traffic. Council Member Pierce asked if there’s a way to
extrapolate which neighborhoods are more concerned about feeling unsafe at night. Mr.
Godbe stated that the data is available because there is a geographic breakdown.
6.1.F. - Page 27
