_______________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ August 24, 2015 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 8 <br />Council Member Pierce asked if responses to questions about youth programs or senior <br />services could be looked at against the age of the respondents. <br /> <br />Mr. Godbe stated that the analysts look for significant differences. If there aren’t <br />differences then they don’t report on that, but the data is there. <br /> <br />Council Member Seybert stated that nearly 62% of the respondents had no kids, which <br />was surprising. He spoke about looking at the sources of information and how difficult it <br />is to reach the majority of the population. He stated that the City should look at how <br />communication is trending and if the City is effective in areas that are trending. Mr. <br />Godbe stated that email notices and the website switched positions as the top source. <br />Council Member Seybert stated that he feels that trending will tell the City where to <br />focus communications. <br /> <br />Vice Mayor Foust stated she was also surprised by the amount of respondents that <br />didn’t have children. She asked if the diversity of the American Community Survey <br />tracks with the Redwood City population. Mr. Godbe stated that the sample is more <br />Caucasian than it should be which is fairly typical because participation rates of <br />immigrant and younger households is lower than the portion of the population. This is <br />one reason the data is weighted. Vice Mayor Foust stated that part of the challenge is to <br />engage more of the immigrant community so the Council needs to think about that. A <br />lot of respondents have also said they don’t know how they want to engage. She noted <br />that she was surprised at how many respondents have never volunteered as well as the <br />amount who are under $100 thousand annual income. <br /> <br />Mr. Godbe stated that the people who typically respond that they don’t know how much <br />they make either, and make a lot or make very little, and that makes it difficult to weight <br />the data. Mayor Gee asked for more detail about the survey sample. Mr. Godbe stated <br />that the sample is segmented in the phone and online sample. The source is the voter <br />file which includes all voters, and people randomly selected from the email lists and <br />then matched with the voter file. Some who were chosen that did not have a voter file <br />were contacted in order to get respondents who were not registered to vote and were <br />typically younger. <br /> <br />Mayor Gee asked for more detail on what was meant by West Bay. Mr. Godbe stated <br />he does work in Marin County and San Mateo County. The two most recent surveys in <br />Marin County were Novato and San Rafael, and then the City of San Mateo and <br />Redwood City in San Mateo County. All four cities have shown the same concern with <br />traffic and housing issues. <br /> <br />Recommendation: <br />This report is for informational purposes only.
