He noted
he has been getting questions on the Farm Hill Boulevard project. He spoke about the
process over the last couple of years to work on the speeding problem on Farm Hill
Boulevard. He stated that the project was approved to reduce lanes to one in each
direction and a turn lane, between Alameda and the 280. He noted that this is a pilot
project to make sure the efforts led to a safer street and wasn’t causing heavier traffic
on the side streets. He spoke about how the turn lane can help the flow of traffic. He
spoke about the bike lanes and the increased safety for pedestrians. Mayor Gee asked
if this is all just repainting. Mr. Aknin stated that it’s all paint and the construction will
take 1-2 weeks. Council Member Bain asked about the trial period.

Mr. Aknin stated that between January and June, Staff sent out a survey with qualitative
and quantitative questions asking what the community wants Staff to evaluate over the
next year. There are a number of qualitative and quantitative indicators that Staff will
use to evaluate the efficacy of the restriping. Council Member Howard asked how to
avoid allowing people to use the middle lane as a passing lane. Mr. Aknin stated that
there are a number of other roads where lanes have been reduced and a turning lane
added, and it hasn’t been an issue.

D. City Attorney Report from Closed Sessions

City Attorney Thompson reported on three items:
1-Staff brought forward a proposal to sell or lease land associated with the Winslow
parking lot. Staff received direction to not move forward with the sale or lease of the
land. Next steps will be a community input process in early 2016 to see what should
be in this parcel.
2- Invocations became a subject of potential litigation so Council suspended
invocations while Staff does some fact-finding.
3- Today there was a closed session on property for the Sand Piper School and
Council gave direction to begin discussions with the School District to potentially put a
future school on City-owned land.

10.
