Page 4 of 7 <br />· Compressed Timeline: The City seeks to have the project developed as soon as is <br />practicable. Therefore, proposals will be judged on the practicality of timelines and <br />the Developer’s demonstrated adherence to time schedules, as well as its ability to <br />obtain all necessary plan approvals, and financing and construction commitments so <br />that construction may commence as soon as possible. <br /> <br />Ad Hoc Subcommittee Selection Process <br />The Ad Hoc Subcommittee first met in December 2015. The purpose the first two <br />meetings was to develop and refine the evaluation criteria. Proposals were initially <br />evaluated by staff and the Ad Hoc Subcommittee according to specified selection <br />criteria in the RFP including timely and complete proposal submittal, developer <br />qualifications, experience and financial capacity. The Ad Hoc Subcommittee discussed <br />but opted not to include design considerations as part of their rating criteria; instead, <br />issues such as building height and design may be addressed during the entitlement <br />process. <br />The proposals were evaluated by the Ad Hoc Subcommittee based on the following <br />criteria: <br />· Developer ability to meet proposed conceptual development schedule. (Consider <br />proposed fund sources, access to funds, timing and experience) <br /> <br />· Developer history of meeting proposed development schedules/milestones. <br /> <br />· Team experience working together to successfully develop similar affordable, <br />mixed-use projects. This includes developer, builder/contractor, management, <br />child care operator and other partners. (Consider partnership experience, type of <br />projects, and date of projects) <br /> <br />· Evidence of prior successful experience managing high quality mixed-use <br />projects. (Consider long term management, the developer, the partner proposed <br />or both) <br /> <br />· Demonstrated successful community outreach experience. (Approach to <br />outreach including prior experience) <br /> <br />· Evidence of and commitment to Green Building fundamentals and integration into <br />the project design and construction. (Consider level of LEED proposed, <br />experience) <br /> <br />· Subsidy per unit and per bedroom, based on City land value and development <br />pro forma. (Consider cost per unit/per bedroom) <br /> <br />· How well does the proposal and amenities address the City present day and <br />original vision, values, priorities and needs for this site? <br />9.A. - Page 4
