After each presentation the <br />Ad Hoc Subcommittee asked questions for clarification and each development team <br />had the opportunity to provide responses. After the presentations concluded the Ad Hoc <br />Subcommittee used the Bradford Rating Criteria outlined in the previous section to rate <br />and rank each proposal. There was a maximum score for each of the criteria with a <br />maximum of 100 points possible for each proposal. The highest score most closely <br />responded to the City’s goals and objectives. Each of the Ad Hoc Subcommittee <br />members scores were combined to produce on average score for each proposal. The <br />scores ranged from 81.33 to 90.83, with MidPen’s proposal the highest at 90.83 out of <br />100 points. <br /> <br />The Ad Hoc Subcommittee held a meeting on March 9th to review the proposal scores, <br />discuss the proposals and make a recommendation to Council. While the Ad Hoc <br />Subcommittee stated they appreciated all the proposals and all offered good options <br />they found the scoring system helpful in their selection process. The starting point of <br />their discussion was based upon the evaluation criteria and the highest rated proposals. <br />In the selection process, emphasis was placed on understanding of Redwood City’s <br />Downtown Precise Plan, the City’s goals and objectives enumerated in the RFP and the <br />rating criteria. <br /> <br />After a discussion was held on the merits of each proposal the Ad Hoc Subcommittee <br />unanimously voted to recommend the MidPen Housing proposal to Council for <br />consideration. The Ad Hoc Subcommittee commented that MidPen scored high due to <br />the affordability levels, number of units, population served, the childcare component, <br />cost and accelerated development schedule. <br /> <br />MidPen Proposal Summary <br />MidPen’s proposal includes 108 units of rental housing affordable for very low income <br />seniors, space for childcare or a nonprofit and a publicly accessible park along <br />Redwood Creek. The project design concept includes six stories with a step down to <br />three stories along the creek. The unit mix consists of 103 one-bedrooms and 5 two- <br />bedrooms, one of which would house an onsite community manager. All units will have <br />private open spaces with decks or patios. <br /> <br />9.A. - Page 5
