REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 11, 2016 <br /> <br />SUBJECT <br />Agreement between the City of Redwood City and PSD HiperWeb for a Public Works <br />Asset Management System <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a software license, <br />implementation, and maintenance agreement in an amount not to exceed of $83,340 <br />between the City of Redwood City and PSD Software, LLC. for a work order and asset <br />management system and authorize the City Manager to extend the agreement for up to <br />four one-year periods in an amount not to exceed $19,800 per year <br /> <br />BACKGROUND <br />The Public Works Services (PWS) Department consists of four divisions, tasked with <br />maintaining various classifications of City’s assets. Historically, each division has <br />tracked and maintained records of these assets by using individual supporting systems <br />and technologies. PWS management staff determined that to improve operational <br />efficiency, a unified asset management system is needed. <br />On May 8, 2015, Public Works issued a request for proposals (RFP) titled “Redwood <br />City Public Works Work Order / Asset Management System.” Staff received seven <br />proposals, and after an evaluation process, four finalists were invited to demonstrate <br />their products to PWS and IT staff. Following these demonstrations, PWS staff selected <br />HiperWeb as the best proposal. <br />ANALYSIS <br />PSD Software, LLC., also known as PSD HiperWeb, has shown its ability to <br />successfully deliver a highly functional work order and asset management system, with <br />organizations of a similar size and operational structure. Staff is confident that PSD <br />HiperWeb can duplicate this success in Redwood City by providing a customized <br />software that will cater to the needs of both operation and management staff. A key <br />feature of the proposed software is its proven track record to reliably collect real-time <br />data regardless of connectivity or mobile platform. Additionally, through various levels of <br />PWS staff evaluations, PSD HiperWeb was found to be the most user-friendly, cost <br />effective, and adaptable of all the software options. <br />6.1.B. - Page 1
