REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 11, 2016 <br />SUBJECT <br />Award of Contract - 2015-2016 Cost Shared Sidewalk Repair Program <br /> <br />RECOMMENDATION <br />By motion, (1) approve and authorize the City Manager to execute the contract <br />documents for the 2015-2016 Cost Shared Sidewalk Repair Project and award the <br />standard form contract (00520) to Bay Area Paving, Inc. for its Responsive and <br />Responsible Low Bid of $377,750.00 and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% of the amount awarded, not to exceed <br />$413,325.00 and (2) authorize the City Manager to extend and amend the Agreement <br />up to four consecutive six-month terms, wherein the total contract price may be <br />increased up to 5% from the prior term <br /> <br />BACKGROUND <br />The 2015-2016 Cost Shared Sidewalk Repair Project will repair damaged sidewalks at <br />locations where the property owner agrees to pay one-half of the cost of sidewalk <br />repairs. There is no charge to the property owner for associated tree related work or <br />curb and gutter work as the City will pay for this work at each location. On February 11, <br />2016, the 2015-2016 Cost Shared Sidewalk Repair Project was advertised in the City's <br />official newspaper and the Notice Inviting Bids was sent to several contractors who <br />perform this type of work. Three bids were received and opened and read aloud at the <br />office of the City Engineer on March 11, 2016. <br />ANALYSIS <br />Although the responsibility for sidewalk maintenance belongs to the abutting property <br />owner, the City has an interest in providing sidewalks which are in good condition <br />throughout the City. To this end, the Cost Shared Sidewalk Repair Program has been <br />created to help offset the financial burden property owners face regarding sidewalk <br />repairs. At this time, Staff has been contacted by approximately 200 residents who wish <br />to participate in the Project. The work will be grouped together geographically so as to <br />make efficient use of the Contractor's resources while working in one area of the City. <br /> <br />On February 11, 2016, the 2015-2016 Cost Shared Sidewalk Repair Project was <br />advertised in the City's official newspaper and the Notice Inviting Bids was sent to <br />several contractors who perform this type of work.
