Page 1 of 2 <br />REPORT <br />To the Honorable Mayor and City Council <br />From Personnel Sub-Committee <br /> <br />April 11, 2016 <br />SUBJECT <br />Professional Services Agreement for Executive Search Services <br /> <br />RECOMMENDATION <br />By motion, approve the selection of Peckham & McKenney to conduct a recruitment <br />process for City Attorney, and approve and authorize the City Manager to execute a <br />professional services agreement between the City of Redwood City and Peckham & <br />McKenney in an amount not to exceed $26,000. <br /> <br />BACKGROUND <br />In February 2016, City Attorney Pamela Thompson announced her retirement after <br />more than five years of service with the City of Redwood City. Following her <br />announcement, Council directed staff to conduct a request for proposals for an <br />executive search firm to plan and execute the recruitment process for a new City <br />Attorney. With a strong economy and an increasing number of executive-level <br />vacancies as an unprecedented number of Baby Boomers are retiring or moving on to <br />other careers, the current market for local government executives is extremely <br />competitive. This is particularly true for finding highly qualified and experienced <br />municipal attorneys, making the selection of a highly skilled and experienced recruiter <br />critical to the City’s success in finding the right candidate to fulfill the position of City <br />Attorney. <br />ANALYSIS <br />After obtaining three proposals from qualified search firms, the Personnel Sub- <br />committee met with the firm principals on March 23, 2016 to review the three firms’ <br />qualifications and determine the best fit for Redwood City’s search process. The <br />qualifying proposals received were as follows: <br />Proposing Firm Professional Fee & Expenses <br />Ralph Andersen & Associates $28,000 <br />Peckham & McKenney $26,000 <br />Bob Murray & Associates $24,000 <br /> <br />6.1.E. - Page 1
