Page 2 of 2 <br />After thorough review of the proposals and interviews with each firm, the Personnel <br />Sub-committee recommends entering an agreement with Peckham & McKenney for <br />executive search services. Bobbi Peckham, president of Peckham & McKenney, would <br />serve as principal recruiter. Ms. Peckham brings over 30 years of experience in local <br />government and executive search, including significant experience in recruiting City <br />Managers, City Attorneys, and other Council-appointed positions throughout the region. <br />Over the past five years, she has successfully placed City Attorneys for the cities of <br />Antioch, Burlingame, Milpitas, Richmond, San Bruno, San Pablo, Simi Valley and South <br />Lake Tahoe. Her recruitment strategy is focused on understanding the needs of the <br />community while utilizing her extensive network and other outreach methods to identify <br />candidates who would be the best fit for the City. Ms. Peckham has demonstrated <br />understanding of the City’s needs and unique attributes, as well as the challenges <br />associated with recruiting highly qualified attorneys that will align with the City’s values, <br />priorities, and specific needs. If approved, Ms. Peckham will begin the search process <br />by working closely with Council members and key staff members to develop an ideal <br />candidate profile and outreach strategy. The proposed recruitment plan timeframe is 15 <br />weeks from commencement of work to the final appointment, which is a typical timeline <br />for a full-cycle executive search process. <br /> <br />ALTERNATIVES <br />Council may elect to contract with either of the other two proposers, or direct staff to <br />conduct a new request for proposals. <br /> <br />FISCAL IMPACT <br />The professional services fee for Peckham & McKenney is $18,500 plus up to $7,500 <br />for expenses, which is covered in the current fiscal year budget by a combination of <br />vacancy savings and budgeted professional services funds for recruitments. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br />JOHN D.
