She stated she feels it is attractive and will have a positive <br />impact on the downtown environment. She stated her support for the retail space. <br /> <br />Vicky Costantini, a local realtor, spoke about her experience with the Fox Theater as a <br />lifetime Redwood City resident. She spoke in support of the project which will bring <br />more to the Fox Theater and downtown. <br /> <br />Jim Kirkland, Redwood City resident, spoke in support of this project. He stated that he <br />and many residents had misconceptions about this project but as he has learned more <br />he has found that this project will bring great improvements to the downtown. <br /> <br />Cuyler Kidney spoke in support of the project. She stated that the local store owners in <br />Redwood City support this building in general as the city needs more retail space. She <br />stated that the construction will be difficult but the project is much-needed. <br /> <br />Ed Savage stated that this building doesn’t have enough parking for the amount of <br />office space combined with the retail. He asked how many of the parking spaces will be <br />electric vehicle charging stations. He stated that he is concerned about having more tall <br />buildings downtown. <br /> <br />Lee Callister stated that he likes this project and its design. He stated that his main <br />concern is parking. He spoke about the current availability of parking in downtown. <br /> <br />M/S Seybert/Howard to close the Public Hearing. Motion carried by unanimous roll <br />call vote. <br /> <br />Council discussion <br />Council Member Seybert stated that this project was based on the downtown Precise <br />Plan parking which came from the Environmental Impact Report study. <br />Ms. Vaughn stated that is correct. Council Member Seybert asked about the parking in <br />lieu fee and how it is used. Ms. Vaughn stated that money goes specifically towards the <br />creation of new parking spaces in downtown, such as restriping or a new parking lot <br />structure. Council Member Seybert stated that it can’t get used for anything else and <br />Ms. Vaughn stated that is correct. Council Member Aguirre asked how the parking <br />structure is accessed. Ms. Vaughn stated that there will be a garage door on the <br />Hamilton façade where the trucks can pull into the tunnel. <br /> <br />Council Member Bain asked about how much is in the fund for parking currently and <br />how much it will be with this project. Ms. Vaughn stated that the last time she checked <br />there was $434 thousand in the fund. A few recently approved projects will put more <br />money into that fund. Mr. Aknin stated that this would have a net of $350 thousand that <br />would go into the parking in-lieu fund. With the projects that have already been <br />approved there is enough money for a substantial down payment on a downtown <br />parking garage. Council Member Bain stated that a surface lot or restriping won’t be <br />enough to address parking. He stated that there needs to be another garage and there <br />will need to be more money in that fund than what is currently there. He stated that the <br />goal is to have people take alternate transportation. He asked if there’s anything the <br />6.1.F. - Page 12
