_________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ July 27, 2015 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 10 <br />City can require in terms of tenants incentivizing their employees to take alternate <br />transportation. <br /> <br />Ms. Vaughn stated that a Condition of Approval for this project is a Transportation <br />Demand Management (TDM) requirement which has been required in all of the <br />downtown projects. A Transportation Demand Management plan is a menu of options <br />that can be put into place to incentivize alternative transportation. The City requires <br />annual reports as well as installed sensors in parking garages so the City can get data <br />on the garages and indicate where there is available parking. <br /> <br />Council Member Pierce asked if there is more up-to-date data on train usage and <br />patterns of behavior of new employees in the office buildings. Mr. Aknin stated that <br />Ume in downtown Redwood City has a 34-40% drive-alone rate. When people say that <br />CalTrain is at capacity, that means people are standing on the bullet trains, but not that <br />they are full. Palo Alto, which is similar to Redwood City, released a Street Intercept <br />Survey which found that, including retail employees, there is a 55% drive-alone rate. <br />He stated that it’s not just CalTrain, but people walking, taking bikes, taking a shuttle. <br />He stated that parking will be fully used but it’s not that under-parked considering it is <br />next to a train station, because people are changing how they travel. <br /> <br />Council Member Pierce stated that the City should monitor the new buildings to ensure <br />that people are using alternate modes, and there needs to be a mechanism for <br />encouraging multi-transportation models. Mr. Aknin stated that the City will get <br />qualitative and quantitative data. Council Member Pierce stated that community <br />members are concerned that the employees will have parking or alternative <br />transportation, and residents are also concerned about having parking if they do need to <br />drive. Mr. Aknin stated that one problem is daytime office parking, which has not been <br />a huge issue right now because there is still long-term space. Then there is peak <br />parking such as event parking and then there is retail parking. The City could restripe <br />but there are probably 40-50 spaces that could be regained by restriping. He stated <br />that the City needs to manage parking better to let people know where parking is in real <br />time. The City will install new meters and garage machines by the end of the year, and <br />there will be digital displays in parking garages to show how many spaces are available. <br />Staff will also be bringing forward hourly time limits on a portion of retail frontages on <br />Broadway. <br /> <br />Council Member Pierce stated that there needs to be a new garage, and suggested <br />having some stackers. She stated there might need to be outreach to retail and <br />business owners to educate them on where they can park. Council Member Howard <br />asked if the TDM requirements mention the Peninsula Traffic Congestion Relief <br />Alliance. She asked if the total number of parking spaces will be 673. Ms. Vaughn <br />stated that between the new Hamilton garage and the existing Jefferson garage that is <br />correct. <br /> <br />Council Member Howard asked if there is any data on the usage of the cinema <br />underground parking during the daytime. She stated that in her experience it isn’t used <br />often because it only has the one entry and exit. Mr. Aknin stated that even during the <br />6.1.F. - Page 13
