Council Member Howard stated
that having the signs saying how much parking is available in addition to two entries and
exits would be very helpful. She asked if there will be electric charging outlets or
spaces for car shares. Ms. Vaughn stated that charging stations are being required in
all downtown projects.

Council Member Howard asked if there is any problem with the water usage.
Ms. Vaughn stated that there is no problem. The City’s water usage is far below its San
Francisco Public Utilities Commission allocation. Council Member Howard asked if the
loading bay could potentially be a shared use when there are trucks in downtown that
are blocking traffic. Ms. Vaughn stated that this question came up at Planning
Commission and the applicant stated there may be some shared use. Council Member
Seybert stated that this project will add a considerable safety element to the garage by
adding the ingress/egress which is much needed. He stated that he is happy to support
this project.

Vice Mayor Foust asked about the TDM program for Crossing 900. Mr. Aknin stated
that Box has 900 employees in their Los Altos location with 300 parking spaces. He
stated that the reason they can reach that drive-alone rate is that they don’t make the
parking available so people are forced to find alternative routes. Vice Mayor Foust
stated that they have been informed about the TDM program and what is anticipated to
be excess parking. Mr. Aknin stated that they are projecting excess parking.

Vice Mayor Foust asked if the City has recently looked at Westport office in Redwood
Shores or Pacific Shores Center. She stated those are 90-95% occupied but there are
very few cars on their surface lots. Mr. Aknin stated that those are parked at slightly
more than the downtown requirements but they have a substantial amount of vacancy in
the lot. He stated the owners run a lot of shuttles to bring people in from train stations.

Vice Mayor Foust asked about pulling some data from the Alliance as well. She stated
that people are nervous to walk to the County garage at night. She asked if the City
could open discussions with the County to create a lighted pathway to encourage use of
the garage. She stated if this project was the first project to come out of the Downtown
Precise Plan, then these difficult discussions would not be happening. She stated that
when she approved the DTPP this is the kind of project she was thinking of. She asked
Mr. Aknin for a copy of the Palo Alto study. She stated that she is in full support of this
project.

Council Member Bain stated that the parking conversation does need to occur right
now, but he’d like to hear more about the meters and that timeline. He stated that
parking is about the location and time of day. He stated that he is in support of this
project, largely because the height is appropriate, it will be solving a critical parking
problem, and because the developer has listened to the community.

Mayor Gee spoke about how CalTrain is working to increase capacity. He stated that
the bulk of transportation is North/South and most communities on the peninsula need
to work towards bettering transportation on the east-west route. He noted that the
drive-alone rate on the peninsula is dropping rapidly. He stated that it is expensive to
6.1.F. - Page 14
