6.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Amendment Number 3 to a Professional Services Agreement with Neal Martin & <br /> Associates, Inc. for Contract Staffing in the Planning Division <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment Number 3 <br /> in an amount not to exceed $404,000 with Neal Martin &Associates, Inc. for contract <br /> staffing in the Planning Division resulting in a total contract amount not to exceed <br /> $663,995. <br /> BACKGROUND <br /> On February 4, 2014, the City executed an agreement with Neal Martin & Associates, <br /> Inc., in the amount of $40,000 (AGR.2014.0061) to provide professional planning <br /> services. This services agreement was necessary to ensure adequate customer <br /> service at the One-Stop Counter and to provide assistance with Planning Division- <br /> related projects due to recent staffing changes. On July 22, 2014, the City executed <br /> Amendment Number 1 to the original agreement in the amount of $19,995 for an <br /> aggregate amount of $59,995 to provide both Assistant Planner and Principal Planner <br /> levels of service. On November 3, 2014, the City executed Amendment Number 2 to <br /> the original agreement in the amount of $200,000 for an aggregate amount of $259,995. <br /> ANALYSIS <br /> The Community Development Department has experienced a dramatic increase in <br /> development activity and requests for planning assistance, and this elevated demand <br /> for services is expected to continue through 2018. In order to respond to this activity <br /> while continuing to process applications in a timely manner and maintain adequate <br /> customer service levels, staff recommends an increase to the existing contract in the <br /> amount of $404,000. This amendment would include the addition of a new Contract <br /> Senior Planner to assist with complex planning projects that are cost recoverable. This <br /> amendment would increase the total compensation for this professional services <br /> contract to $663,995. <br /> The recommended contract amendment amount would cover the cost of a Contract <br /> Senior Planner for a period of two years, through December, 2017. The annual cost is <br /> approximately equivalent to the total cost (salary and benefits) of a permanent Senior <br /> Planner. However, as the current level of development activity is not expected to <br /> continue over the long term, staff does not recommend augmenting current permanent <br />
