6.1.F. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Award of Contract —Walnut Street and Maple Street Sewer Interceptor Improvement <br /> Project <br /> RECOMMENDATION <br /> By motion, approve, and authorize the City Manager to execute the contract documents <br /> and award the standard form contract 00520 for the Walnut Street and Maple Street <br /> Sewer Interceptor Improvement Project to JMB Construction, Inc. of South San <br /> Francisco, CA for their responsive and responsible low base bid of $2,708,000.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded <br /> BACKGROUND <br /> The existing Walnut Street sewer trunk main was constructed circa 1970. It is a 48-inch <br /> diameter gravity sewer main that conveys the flows from the west side of U.S. Highway <br /> 101 to the Maple Street Pump Station located east of the highway. All wastewater <br /> generated west of U.S. Highway 101 is carried through this single pipeline to the Maple <br /> Street Pump Station and subsequently pumped into the Silicon Valley Clean Water <br /> (SVCW) conveyance system for treatment at the SVCW's wastewater plant. The Walnut <br /> Street Sewer Interceptor Project is necessary to ensure the reliability of the wastewater <br /> collection system. This existing pipeline will remain in service and a new pipeline will be <br /> constructed to improve the reliability of the sanitary sewer system. <br /> Council awarded the final engineering design and construction administration for the <br /> project on January 13, 2014 to Kennedy/Jenks Consultants of San Jose, CA. <br /> The project was advertised with bids opened on February 24, 2016, and upon the <br /> recommendation of City Staff, Council rejected all bids on March 28, 2016. Staff made <br /> revisions to the Contract Documents and re-advertised the project as directed by <br /> Council. <br /> ANALYSIS <br /> The project consists of the following improvements: <br /> 1) Demolition and Abandonment of Existing Utilities. <br /> 2) Perform Sewer Bypass as needed to construct project. <br /> 3) Jacking and Receiving Shafts for tunneling operations. <br />
