6.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Final Acceptance - Brewster Avenue Pedestrian Improvements Project <br /> RECOMMENDATION <br /> By motion, accept the Brewster Avenue Pedestrian Improvements Project, and <br /> authorize the release of bonds and retention according to City procedures <br /> BACKGROUND <br /> Certain segments of Brewster Avenue carry both a significant volume of automobile <br /> traffic and a significant amount of pedestrian activity. The pedestrian activity is mostly <br /> related to the nearby schools. Due to this, residents around Brewster Avenue, <br /> particularly in the vicinity of Sequoia High School, have expressed concerns about the <br /> traffic conditions and the difficulty posed to people walking across Brewster Avenue. <br /> The Brewster Avenue Pedestrian Improvements Project was designed with support and <br /> input from the neighborhood community, discussions with the high school, and the <br /> City's bicycle and pedestrian working group. The project limits are Brewster Avenue <br /> between Fulton Street and El Camino Real, and Broadway between Brewster Avenue <br /> and El Camino Real (see attached Location Map). <br /> After Council approval of the contract, the project began in July 2015 and concluded in <br /> December 2015. Additional details about the contract and project can be found in the <br /> Analysis section below. <br /> ANALYSIS <br /> On April 27, 2015, Council awarded the construction for the Brewster Avenue <br /> Pedestrian Improvements Project to Golden Bay Construction, Inc. of Hayward. The <br /> project was awarded for a base bid of $1,501,076. The project was successfully <br /> completed in accordance with City specifications. Two (2) contract change orders <br /> totaling (-$48,044.85) were issued for final quantity adjustments and minor changes to <br /> the project scope. The final contract amount is $1,453,031.15, which is approximately <br /> 3% less than the initial contract amount. <br /> Consistent with the City's complete streets goals, this project increased pedestrian <br /> safety by constructing the following improvements: <br /> • Corner extensions/bulb-outs at seven intersections. <br />
